The Circle

2020 Hanbury Summer Scholar Program

Duration: 8 Weeks

During my time working at Hanbury during the summer of 2020, I got to work with a team of designers on a master planning project located in Norfolk, Virginia. I had the opportunity to expand my leadership skills and learn how architectural design can create value within communities. I developed skills in creating a strong customer experience while building a strong relationship with the City of Norfolk's economic department. Looking to the future, I understand what it will take to develop the skills I need to be a successful professional in the AEC industry.

Design Strategies

The Design of the site was confronted with different sets of problems that were later strictly identified. A specific challenge was how to use the urban fabric to merge high and low-density areas together by using a gradient of building height. The tide rail station was also thought about in detail and how it impacted the surrounding area by adding value to the Sentara Hospital. Working with the access points gave the project the ability to be defined by vehicle and pedestrian circulation, creating an intense experience from every entry point. Bringing in the stadium also presented the project with many more problems to solve, one being an influx of people only once a week. A certain goal was to provide the need for people to come to different areas in Military Circle daily. This creates values for all the standing and future strategies to be built on the site.

 

Site Plan

The site is located along Military Circle Highway. The economic department is looking at the site's redevelopment to create a large transportation hub and an entertainment venue. The proposal of a stadium in the center of the site creates an urban center and dense urban environment. The development is exemplified in a radial scheme representing different densities as you get farther from the multiple urban centers proposed.

 

Commercial Office Space

The design of the office space district is meant to create communities within a workplace. Pursuing a heavy pedestrian circulated area among low rise office space structures. This pushes for human interaction throughout the indoor and outdoor spaces, making an inviting work environment.

A lot of the design solutions offered for the office space can be altered specifically for specific industries like the film and entertainment industries. These structures can adapt to the area's certain demand while bringing in the new possible corporate headquarters from outside the area.

Residential

The new residential area development aims to increase the density of housing units with respect to already existing suburban single-family housing neighborhoods that are located in the southeast of the site. The proposed new residential development consists of low-rise townhouses and mid-rise 6-8 story condos. The varieties in the building heights will introduce a dynamic skyline to the neighborhood with disrupting the low-rise suburban patterns.

An extended inner greenway pedestrian path will connect the different typology of residential dwellings. This greenway path will help augment an existing residential neighborhood and improve the walkability and connectivity between each individual zone. On the southwest, Mixed-use commercial development will provide services necessary to residents. These services will include daycares, schools, local markets, etc...

 

Medical Facilities

The new medical center development functions as an extension of the existing Sentara Leigh Hospital Campus located eastward of the Military Circle site. The first initiative of the design aims to integrate these two parcels of land by allowing the Tide Rail extension to bridge the pedestrian gap between these two urban centers inconveniently separated by Highway 64. The development provides new medical centers, educational facilities, outpatient centers, assisted living facilities, and student housing. Within five minute walkshed of the Tide Rail Station are the more densified programs, including hospitals, commercial storefronts, and educational facilities. Within the station's ten minute walkshed are the more sprawling developments: the outpatient centers and assisted living care facilities.

In the rendering above, the idea of how pedestrians interact with vehicular transportation is exemplified. As you can see in the axon to the left, there is plentiful exterior gathering spaces around the medical facilities. There has been extensive research in the medical community that directly correlates to designed exterior spaces to contribute to faster and better rehabilitation.

Above all, the new medical center aims to embody a campus-like environment with enhanced public access to produce a sustainable and centralized wellness community in the Hampton Roads Area.

 

Urban Center

The new urban center zone aims to serve the greater Norfolk area's economic development in the decades to come proposing a large 20,000 occupant stadium. This stadium will not only attract economic vitality to the region. Still, it will promote a transformative identity for the collective city. This development features the necessary transportation infrastructure to support the large volume of people expected to arrive in this area during events. The Tide Rail extension to the North of the stadium serves to connect Military Circle to JANAF so the entire region is not isolated. The introduction of a storm water collection pond to the South of the stadium aims to mitigate surrounding urban storm water runoff issues and serve as a memorable entrance for visitors arriving at the stadium.

This strategy is crucial because in the context of the City o Norfolk because it signifies a pursuit of effective water management strategies in a city already struggling with flooding. Aside from the fact that it creates a landscape of resilience, this plaza can become a landscape of wellness and empowerment by providing recreation and education opportunities for the community in an urban setting.

Program Development

01 Tide Rail Location

Placement of tide rail creating impacts on the program development. This creates a primary form of transportation that provides and affordable option. This site is also favorable for a tide rail extension.

02 Urban Centers

Defining urban centers adjacent to the tide rail stations. These nodes will and can adapt to the surrounding densities. The surroundings densities maybe also be lead to the type of travel coming from the station.

03 Access Development

Development transit and pedestrian pathways guiding city blocks. The access to programs define how the space will be experienced from the street or pedestrian. The roads and circulation help to define blocks of program and secondary circulation.

04 Zoning

Zoning of separate programs to create districts of high and low density programs. The zoning allows for more programmatic destruction as the design start to become more refined.

The Vision 2100 plan establishes actions for designing new urban centers that “ (1) Outline a transit-centric land use and infrastructure pattern to support new urban centers, (2) Build infrastructure necessary to support new urban centers, (3) Make realizing the long-term vision for these areas the central factor in all development decisions, and (4) Capitalize on the opportunity to create a model urban form of development in these areas.”
